These wheels get damage when 1 the cannon pinion is overly tightened during service or 2 the lubricant in the watch movement has dry up and thicken due to the watch not getting its regular schedule serviced for too long then when one pull out the crown stem to set time, the wheels will get damaged.
Since the setting wheels are made of steel, they can also cause damage to the sharp clutch wheel teeth and the softer minute wheel brass teeth a visual check and careful testing on those wheels are recommended.
